I saw a show where this guy says that he “raises venture capital to start new businesses.” He said he talked people into giving money. Is that a job? What is it called?

That is a legitimate job and many people do it. For example, if you wanted to build a store but didn’t have enough money you would go to a venture capitalist and he would give you the money. Whatever percentage he gave you you would owe him in the profits. The idea is that for every business that fails (he loses his money) there will be 2 that work, thus generating a profit.
