How can I get government grants, contracts, and venture capital for businesses as a career?

I’m wanting to do this as a living. I don’t want to charge an hourly rate, but instead get a percent as a “finders fee”. Is this legal? What education/courses can I take to learn how to do the paper work and be familiar with the legal channels? SOMEONE PLEASE HELP!!!!
