NO! The tech industry is being hit hard by the economy right now, and even invincible companies like Microsoft and Intel are laying off workers. I would invest my money in a different area
However, NVidia is doing quiet well and is expanding their product line to meet the needs of other businesses (getting involved with technology involved with shipping industries, etc). This is a good sign and I strongly suspect they will not suffer too badly through this recession.

You can invest in it sector 50%, wait for further correction to invest another 25% and buy another 25% , when the sector moving upwards

I’ve looked, there are up-trends emerging all over the place in the Tech sector.
Now really is the best time to buy.

No. as you know that present economy is very bad. there is very few company would like spend more money to take advanced technology. it is going to be very tough for technology company to develop and sell their products.
but i m sure that they are the first one who will come up first if the economy becomes better!
